After Democratic States Attorney Steve Friedels objection to Goggins latest petition to get on the November ballot was upheld on Monday, Goggin says he will now look at the possibility of running as a write in candidate.

Goggin could pursue the matter further, after the electoral boards decision, and take the matter for Judicial review. But, Goggin says that does take a lot of time and he would like to begin preparing for a write in candidacy during that period of time.

Goggin has twice attempted to get on the ballot as a Republican and once as an Independent, but he has seen Friedel object to all three of his attempts. Twice the Electoral board has upheld Friedels objection, while the third time, Goggin decided to withdraw as an Independent, on the day of the Electoral board hearing.

Electoral Board Updolds Objection
After yesterday afternoons hearing, the three member Fayette county electoral board upheld the objection filed earlier this month by Friedel, to the petition to fill a vacancy by potential Republican candidate Dan Goggin.

In his petition, Goggin had argued that he was looking to fill a vacancy that was created after he said he withdrew, following the Electoral board upholding Friedels objection to his petition to run as a Republican candidate in April. Goggin argued that because he did not accept the partys offer to pursue the matter further, that he withdrew his candidacy at that time. But, Friedel disagreed with that argument, saying the time to file for a vacancy had passed.

In their decision, the Electoral board said that no judicial review was filed within ten days of the April 15th electoral board decision. And, that the August 1st resolution to fill a vacancy by Goggin was filed more than 60 days after the primary and was considered untimely. And, that because of that, Friedels objection was granted.

All three members of the electoral board, which included Clerk Terri Braun, Sheriff Aaron Lay and member Bill LaDage, agreed with the decision, making it a unanimous, 3-0 vote. That would mean, at this time, there would be no Republican candidate to run against Friedel in the November General election. But, it looks like the issue is not over.

Steve Friedel says, if there is a race for State's Atty, he is ready
Goggin filed his third petition to run for States Attorney on August 1st, stating that he was filling a vacancy that was created on the Republican ticket when he declined the Republican party's offer to further fight the issue, after Friedel's objection was upheld in April by the Electoral Board. And, Goggin says that means he withdrew, creating the vacancy. But, Friedel says he believes this last petition was filed, in hopes that he would not pursue the matter with another objection.

The objection will come down to the electoral board. But, the matter could be pursued further after that, with Judicial review a later possibility.

County board votes Ruot interim Circuit Clerk
And, Knebel said by the right thing, he meant making Ruot the Circuit Clerk. Knebel said he is certainly not endorsing anyone for the November election, but just believed that Ruot, who was appointed Circuit Clerk Pro Temp by Judge Schwarm on August 1st, was the right decision for the county, until the election. And, Board member B.J. Wilhour agreed.

Ruot will now serve the rest of the remaining term until the November General election as the Circuit Clerk. Ruot will run as the democratic candidate for the office in November, opposed by Republican candidate Noni Beckmann.

Friedel responds to latest objection
Friedel says one reason he has filed all three objections is because he believes election law is not being followed. In the first objection, Friedel layed out his case and the electoral board upheld his objection. But, Friedel did not get that opportunity the second time in Goggin's petition to run as an independent, as Goggin withdrew his petition to run on the morning of the electoral board hearing. But, Friedel says there were major flaws in that filing, which he believes needed to be brought to light.

And, as for standing behind his record, Friedel has some numbers to back up what he says has been a solid performance in his office over the past two terms.

Friedel files objection to Goggin's latest petition
On Friday, August 1st, Goggin filed a petition to run as a Republican for States Attorney, to fill a vacancy. The vacancy was said to have been created after the first objection was filed. At that time, the electoral board upheld Friedel's objection, that would have removed Goggin from the ballot. But, Goggin says because he declined the partys offer to fight the issue further, he declined their nomination, which he says created a vacancy.

But, Friedel states in his objection that he doesn't see it that way. In his objection, Friedel states that no request to withdraw Goggins name as a Republican candidate was filed with the Clerks office. And, Friedel also cites a rule in the Election code, which states if no established party candidate was printed on the general primary ballot for a particular office, they then had 60 days after the primary to fill that vacancy. And, Friedel states that this filing would be untimely and invalid.

Friedel goes on to state that Goggin was not a nominee in that his name was ordered not to appear on the November ballot, by the April ruling by the countys electoral board. Friedel also sites a few court cases in his objection.

The matter will now be scheduled for a hearing in front of the electoral board, probably some time this week.

Republican lawmakers want moratorium on prison closures
The plan put together by Radogno and Rutherford would call for an overall look at the plans for prisons, and to come up with a long term plan. Radogno said that issues such as public safety needs, the needs of the employees and the economic impact of the communities that host the prisons should be looked at. Along with Vandalia, Rutherford and Radogno made stops at the Taylorville and Graham Correctional Centers.

On behalf of our party staff and State Central Committee, I would like to take a moment to thank all of those who were involved in making this past weekend's Illinois Republican State Convention a success. All 102 counties sent delegates to this year's convention culminating in one of the largest turnouts ever for a Republican state convention in Illinois with nearly 1,400 people in attendance.

Further it was the first time in 22 years that delegates on the floor were allowed to vote on important issues. Issues some considered important, like Senate Bill 600, were given a floor vote. Every delegate was allowed to stand and represent his or her position on the direct election of State Central Committee members and SB600 was overwhelmingly rejected.

The convention delegates took their roles seriously and came together to pass a new platform, elect a new National Committeeman, a new National Committeewoman, selecting At-Large Delegates for the GOP's National Convention, and choosing Illinois' Presidential Electors.

Our speakers at the general session were a phenomenal group of individuals who gave fantastic presentations. Chairman of the Site Selection Committee Tolbert Chisum, DuPage County State's Attorney Joe Birkett, U.S. Senate Candidate Steve Sauerberg, House Republican Leader Tom Cross, Senate Republican Leader Frank Watson, County Chairmen's Association President Randy Pollard, and State Representative Aaron Schock reiterated, with passion, our theme of bringing change to Illinois.

I would like to thank all of our State Central Committee members and Convention Committee Chairmen for an open process. In particular, I would like to commend the work of our platform committee, and its chairman, Gene Dawson, who put in an extraordinary amount of time to produce a platform that makes us all proud.

Our National Committeeman/National Committeewoman Committee chaired by Bobbie Peterson did an excellent job presiding over an open and fair process for selecting our new committeemen and committeewoman. I want to extend a note of congratulations to our new National Committeeman, Pat Brady, and National Committeewoman, Demetra DeMonte.

We were honored to have a phone call from our next President, John McCain, who reminded us that he is ready to take on Barack Obama and his liberal policies.

I was pleased to present the first-ever Henry Hyde Leadership in Excellence Award to Ruth O'Connell for her many years of service to the Illinois Republican Party.

State Representative and U.S. Marine Corps Staff Sergeant Jim Watson's message from Iraq to the Republican Party is one we should all be proud of, remembering our men and women who are serving proudly overseas protecting our freedoms.

We must thank the Macon County Republicans, led by Chairman Jim Gresham, for the countless hours they volunteered in order to make the convention one to be remembered for years to come.

This convention was a huge success and it's due to all of the grassroots leaders like you. Circuit Clerk Marsha Wodtka to resign end of next month

Fayette countys longest serving officeholder will leave her office at the end of next month. Fayette county Circuit Clerk Marsha Wodtka forwarded her letter of resignation to the county board, to be acted on at last nights meeting. Wodtka says in her letter that her last day on the job will be July 31st. The county board, after meeting in executive session, did not take any action. It was on the agenda to accept Wodtkas resignation. But, the board did not act on it. County Board Chairman Steve Knebel said, according to statute, the board did not have to take action on the resignation, meaning that Wodtkas resignation would still take effect on July 31st, without official approval from the board.

Meanwhile, in Wodtkas resignation letter, she suggested and requested that Mary Sue Ruot, who has been Wodtkas deputy clerk in the office for 28 years, be appointed as her replacement until this Novembers election. Ruot is running for the seat, after Wodtka had earlier decided this would be her last term, and Ruot will be challenged in the race this November by Republican candidate Nona Noni Beckman. The board did not take action on that issue at last nights meeting. Knebel said after the meeting the board would take action on Wodtkas replacement, possibly at their July board meeting.

In her resignation letter to the board, Wodtka state that it has been her pleasure working with the board during her 7 terms in office and she thanked all the board for their cooperation in working together for the betterment of the people of Fayette county. Wodtka added in her letter that she felt it was a good time to retire, so she could devote more time and energy to her family. Although the board did not take action, at the end of the meeting Knebel said he wished Wodtka all the best health in her retirement and hopes that it is a long-lived and enjoyed retirement for her. Wodtka has served a total of 35 years in the Fayette county Circuit Clerks office.

SHIMKUS RETIRES FROM ARMY RESERVES


Washington, DC…..As of June 1, 2008, Congressman John Shimkus (R, Illinois-19)

retired from the Army Reserves ending 32 years of military connections. A

retirement ceremony with his Washington, DC-based Reserves unit was held on

May 14.



"I come to the end of my military career with both gratitude for this wonderful

opportunity and with sadness, as this association has been with me my entire adult

life," Shimkus noted. "This connection is also one that has influenced every other

aspect of my life, including service through elected office."



John Shimkus was appointed to the United States Military Academy at West Point,

New York, in 1976 by the late Congressman Mel Price of Illinois. He graduated in

1980 with a bachelor's degree in general engineering and was commissioned a

Second Lieutenant upon entering the active duty Army.



His active duty stations included Bamberg, Germany; Fort Benning, Georgia; and

Fort Ord, California. Among the military training he received was Jungle Warfare

School, Airborne School, Infantry School, and Ranger School.



In 1985 Shimkus left active duty service and entered the Army Reserves as a

Captain. In 1994 he was promoted to Major, and in 2001 President Bush pinned on

Lieutenant Colonel Shimkus' silver leaf.



"I was at the point of having to either advance in rank or retire. Given my other

commitments, I chose to retire," Shimkus said. "I will forever remain a staunch

supporter of the men and women who choose to enter into our Armed Forces in

service to our nation."

Voters will decide on enhanced 9-1-1 for Fayette county this November
But, Knebel says one way or another, the issue will be on the ballot for voters to decide on in November. The issue has been on the ballot two previous times, failing on both instances. But, Knebel says he believes the time to act is now, as this is an insurance policy you would have on the publics life. And, Knebel says that insurance that could cost as little as 24-dollars a year is certainly worth it.

Sen. Watson on money for four lane expansion of Route 51
And, the dollars included in the project also include engineering studies and other work from Pana to Centralia. And, Watson says that segment is one he is very happy to hear will continue on.

The money included is 2.5-million-dollars for contract plans and land acquisition to the Shelby county line south of Pana. And, Phase one engineering for location, environmental and design studies from south of Pana to Centralia, with a total of better than 4.5-million-dollars for that work.

Schools to get final two state aid payments
For Vandalia schools, the two state aid payments due in June add up to better than 600-thousand-dollars. Vandalia Superintendent of Schools Rich Well says they normally receive that first aid payment on or around the first day of the month.

Vandalia holds annual Memorial Day program
Among the speakers was Vandalia high school student Britney Bennett, who spoke about what Memorial Day means to her.

The main speaker for the event was Braxton Denton. Denton is a VCHS graduate and has completed his first two years of college. Denton spoke on the origins of Memorial Day, which come back to a famous Illinoisan.

Denton also spoke about a trip he took this past year to Philadelphia, and quoted some of the more famous addresses from Abraham Lincoln.

Senator Watson says it's time to stop diverting road funds
Watson says Republicans have supported diversions in the past for clear road-related purposes. But, today he says the diversions have gotten out of hand.

After deciding not to appeal the decision by the electoral board, Goggin said he now plans to run as an independent in the November General election. And, Goggin says there have been some positives to that course of action.

Pollard says he takes responsibility for election filing
Fayette county Republican central committee chairman Randy Pollard says Friedels comments that Goggin was responsible for the paperwork that contained errors and was objected to is not correct. Pollard says he was responsible for that paperwork.

Pollard says by putting the date in the date of meeting spot, it was his error. But, he says that he believes Friedel made errors in his filing that he believes were overlooked at the electoral boards hearing. And, Pollard also says there are a few other things that he thinks should be questioned.

Goggin and Friedel will more than likely face off in the November General election, with Goggin running as independent and Friedel running for a third term in office as the Democratic States Attorney.

Friedel with more response on election filing objection
We continue today with Fayette county States Attorney Stephen Friedel. Friedel was a guest on the Morning Café with Dan Michel last week, to respond publicly for the first time to his reasons for filing an objection to the election petition by Dan Goggin, who was originally planning to run as a Republican against Friedel in the November General Election. Since Friedels objection was upheld by the countys electoral board, Goggin has decided not to appeal the decision and said he is planning to run as an independent. In giving his reasons for not appealing the decision, Goggin stated that he would rather not have the situation tied up for maybe a couple of years in the courts, and also to save the county the possible situation of paying out possibly two salaries at one time for the States Attorneys office. Friedel says he really doesn't understand Goggins reasoning, saying that in the two cases he cited in his objection, the matter was taken care of in a timely fashion, before the election.

And, as for Goggin running as an independent, Friedel says that could be an interesting situation.

Friedel is running for a third term in office as the countys prosecutor. It looks at this time as if he will face an opponent in the November race, as Goggin has stated he does plan to run for the office as an independent.

Stephens says it's time for the House to debate suspension of state gas tax
The bill would suspend the state gasoline tax from now until September 15th. Previously, Illinois suspended the state gasoline sales tax in 2000, when gas prices were nearing two-dollars a gallon. Stephens says he feels the time has come to do it again.

Friedels appeal was upheld by the countys electoral board, which was made up of County Clerk Terri Braun, Treasurer Rose Hoover and Circuit Clerk Marsha Wodtka. After the board made their decision, Fayette county Republican Central committee chairman Randy Pollard made the comment that he believed the decision was a foregone conclusion, because of three Democratic office holders taking the side on the appeal of the Democrat who filed the objection. But, Friedel says he took exception to that, and he believes that most anyone that knows the three officeholders would do the same.

Friedel pointed out that Braun, Hoover and Wodtka did not choose to be on the electoral board, as that board is made up by statute. It looks as if Friedel will have an opponent in the November General election, as Goggin announced last week he doesn't plan to appeal the ruling of the board, but instead will run as an independent.

Illinois Dept of Corrections moving forward with plans to lease VCC farmland
But, Gottman says, although he is always concerned about the operation and continued good health of the prison, this isnt necessarily a move that makes him worry about its future.

Schnapp went on to say this is an issue their industries division has been discussing for a few years, because the farm land has lost money over the past few years. Schnapp says he knows some are surprised by that, but he said the farm still has to be staffed by workers, and that costs money to the Department. Schnapp says this will not affect any employees, as they will continue to work in the Industries division. And, as for the inmates, Schnapp says they are thinking about the possibility of adding an extra shift at the meat processing plant, for them. Schnapp says they will work with CMS to eventually auction off the property from the farm operation. The farmland has been operated for a number of years by the Correctional Center. The date given by DOC is 1977, but many have said the farm land is believed to have been in operation much longer than that. Schnapp also adds this decision has no bearing on the future of the Vandalia Correctional Center, as this was a decision made on the finances for the farming operation.

Frank Watson - Little wonder that Illinoisans are upset In the Illinois state capital, the notion that change will come in 2008 was just soundly rejected on the floor of the Senate. The state is in its fifth year of Democrat control of the legislature and governor's office. On their watch, the state is broken and state government is in disarray.

Yet this past week, Illinois Senate Democrats ignored the budget-deficit of their own making and again demonstrated their commitment to borrow, tax and spend.

In lockstep with Rod Blagojevich, Democrats advanced a three-part plan to raid more than a half-billion dollars from special state funds, expand taxpayer-subsidized health care and spend another $678 million in the current fiscal year.

Republican members of the Senate vehemently opposed the plan to give Blagojevich new extraordinary power to unilaterally raid $530 million from the special state funds which pay for highway repairs, retired teachers' health insurance, open space grants and downstate public transportation.

At a time when the state owes a record $2 billion in unpaid bills, Senate Republicans opposed spending another $300 million a year to expand the taxpayer-subsidized Medicaid plans to cover those who earn more than $85,000 per year.

We voted "no" when the Senate Democrats nearly doubled the budget hole for the current fiscal year with pork barrel spending and pet projects that cost taxpayers another $678 million.

Despite their spending frenzy, this Democrat-controlled government ignores the potholes, cuts funds for critical agriculture and conservation programs, threatens schools, underfunds colleges and universities, racks up unpaid bills and jeopardizes our state's economy.

It is no wonder Illinois taxpayers are fed up with Gov. Blagojevich and his allies in the legislature.

Ramsey school district says they would be deeply affected, if they don't recieve last two
And, Shute says the issue has been discussed by many area administrators and she is working to help the others stress the importance of receiving the state aid.

Shute says the 23rd and 24th payments make up about $225,000 of her district budget for the year.

In other business, the board approved the purchase of a 2009 Blue Bird, 65-passenger bus for the cost of $73,559.

Vandalia school district funding looks good, but they await word on final 2 state aid paym
In other business from Tuesday nights Vandalia school board meeting, a student representative of the local dance academy spoke to the school board about the possibility of establishing a high school dance team. And, that the dance team is trying to raise money to help make that possibility a reality. The board will probably consider the possibility at their next monthly meeting.

In some personnel moves, Vandalia high school P.E. teacher and head football coach John Stout will go from teaching P.E., back to being a history teacher in the high school. And, the school board accepted the resignation of Carl Shreve as an assistant coach for boys high school basketball.

Petition granted that would keep potential Republican candidate Dan Goggin off Nov Ballot
And, Goggin added that the March 5th date did not have anything to do with he being nominated to run for States Attorney.

Friedel cited two cases as precedent. One case was in Madison county, where paperwork was filed 7 days after the nomination, and the person was not allowed on the ballot. The other case was in Saline county, where a date was not entered, and the appellate court upheld that the individual should not be allowed to appear on the ballot. On the resolution to file a vacancy in nomination, submitted by the Fayette county Republican party to nominate Goggin to run for States Attorney, the line of date of meeting is entered as March 5th. Pollard says that date was simply the date of the Republicans last meeting and not the date of the actual nomination, which he said was April 1st. But, Friedel says even in that case, if the date is wrong, the error would be under the cases he cited.

After a little over one hour in executive session, the Electoral board issued a written decision that Friedels petition was granted. The boards response was that the date of the meeting or action to pass a resolution to fill the vacancy should be on or after the date the candidate was selected. And, therefore, the petition was granted.

Reaction to Electoral Board's decision

Meanwhile, after the meeting, Fayette county Republican party chairman Randy Pollard said he was not pleased with the decision.

In response to Pollards statement, Clerk Terri Braun said the electoral board, using the evidence and argument that was heard, and applying the law, it was clear that the paperwork contained a critical error and the board had not choice but to grant the objection. Meanwhile, when asked if they planned to appeal, both Pollard and Goggin said that they have not yet made a decision, but they would more than likely appeal the decision. The appeal would be made to a judge, who would then hear the case in court. The Republican party has 10 days to appeal the decision.

Sen. Watson says Ag programs need to get their funding
Watson says the Governor has once again targeted Illinois agriculture.

Watson joined fellow Senators for a Capital news conference yesterday to draw attention to the lack of funding for ag programming, funding that was debated, promised and put into the state budget that the Governor signed into law. Watson says if there are budget difficulties, its because of poor management.

And, Watson says jobs will be protected.

However, Watson says he believes the farming operation should remains intact, because its important to the mission of corrections, which is rehabilitation. Watson also says, as the new state budget is finalized, there is a chance for additional spending at the facility, which would help maintain its overall operations.

Sen Watson says it seems Agriculture taking biggest hit in missing funds
And, Watson says it is beginning to look like downstate programs are the ones being affected the most.

The Governor has said there is a 750-million-dollar shortfall in the budget, and has called on lawmakers to try and come up with a solution. But, lawmakers say the budget was approved by the Governor, and the programs that are being denied payments are not the problem, anyway.
